On August 27, the 2019 Annual Conference of Heilongjiang Metal New Material Industry Technology Innovation Strategic Alliance was held in Qiqihar City. Wang Liqi, Deputy Secretary of Qiqihar Municipal Party Committee, and Li Yang, Chief Engineer of Heilongjiang Science and Technology Department attended the meeting and delivered speeches. China Yizhong, Jianlong Beiman, CAS Metal Institute and other 55 coalition governing units and more than 20 experts from expert advisory committee attended the meeting. Harbin Dongsheng Metal Co., Ltd., as one of the coalition governing units, selected Li Zhou, Deputy General Manager, to attend the meeting.

At the same time, the Third Council of Heilongjiang Metal New Material Industry Technology Innovation Strategic Alliance was convened at the same time. At the meeting, the additional member units were considered and adopted, and the candidates for the vice-chairman, director, deputy director and member of the expert advisory committee were also considered and approved. Following the meeting of the Council, the policy implementation ceremony of the new metal materials industry was held in 2018.

During the annual meeting, the China (Qiqihar) High-end Forum on Application Technology of New Metal Materials was held. Ma Qingxian, a well-known professor of Tsinghua University, Cai Zifang, president of the Hong Kong Foundry Association, and Li Lijun, a professor of South China University of Technology, have made three high-quality academic reports respectively. They have completed the formal signing of five cooperative projects, namely, China Heavy and Central South University, Jianlong Beiman and the Institute of Metals of the Chinese Academy of Sciences.

Since the founding of the alliance, through integration and resource sharing, the four-party collaborative innovation of production, learning and research has grown from 35 in 2017 to 55, bringing together the top research and development institutions and production enterprises in the field of new metal materials in China.
