On the morning of March 6, after listening to Premier Li Keqiang's government work report, Zhang Zhongkai said: Premier Li Keqiang's government work report is rich in content, detailed in data, concise and exciting. In the past five years, our country has once again made remarkable and brilliant achievements.

At the same time, he suggested that the state give a preferential policy of up to 15% income tax to R&D personnel in the manufacturing industry. This policy can be piloted in the manufacturing industry in the border provinces and the old, young, and poor areas, to attract high-end talents from colleges and universities and developed areas to flow to the underdeveloped areas, help enterprises overcome difficulties, and improve the vitality and profitability of the manufacturing industry in these areas. The manufacturing industry in these regions has been preserved, and the employment of local labor force can also be guaranteed, thus reducing the massive outflow of talents and young and middle-aged labor force.
