Recently, the Organizational Department of the Central Committee of the Communist Party of China announced the fourth batch of national "ten thousand plan" candidates.  Zhang Zhongkai, director and President of Harbin Dongsheng Metal Co., Ltd., was selected as the "ten thousand plan" science and technology entrepreneurship leader.

The National Special Support Plan for High-level Talents (hereinafter referred to as the "ten thousand people plan") is a strategic plan for building an innovative country, under the unified leadership of the Central Coordination Group for Talents Work, which is jointly organized and implemented by 11 departments, including the Ministry of Central Organizations, the Ministry of Human Resources Social Security and the Ministry of Science and Technology. The overall goal is to select and support about 10,000 outstanding talents, leaders and young top-notch talents in natural science, engineering technology, philosophy, Social Sciences and higher education in a planned and focused manner in about 10 years from 2012. The National Science and Technology Innovation Leading Talents of the "Ten Thousand People Plan" is one of the sub-items of the National "Ten Thousand People Plan", which supports 3000 people, about 300 in each batch. The selected persons are scientific and technological personnel and scientific research management personnel who are in charge of major scientific research tasks, leading high-level innovation teams, leading national innovation bases and key disciplines. The research direction belongs to the key areas established in the outline of national medium and long-term scientific and Technological Development plan, and the research work has great innovation and development prospects.

The national "ten thousand people plan" system consists of three levels:

     The first level is outstanding talents, who are planned to support research in the frontier areas of world science and technology, have significant discoveries in scientific research, and have the potential to grow into world-class scientists.

The second level is leading talents, including leading talents of scientific and technological innovation, leading talents of scientific and technological entrepreneurship, leading talents of philosophy and social sciences, and famous teachers of teaching.
